MMSD Holds Public Hearing on Proposed Connection Charges

Smart Growth Madison, Madison Area Builders Association, City of Madison, Village of DeForest and several builders, developers and an attorney testified Thursday in opposition to the connection charge policy changes and fee increases being proposed by the Madison Metropolitan Sewerage District (MMSD).

Smart Growth Madison testified that it is unfair for MMSD to assume that the associations for builders and developers would see the pubic hearing notice and be expected to keep track of government entity actions, recommending that MMSD should personally have reached out to him and other organizations affected both in terms of notifying them about the public hearing and obtaining their input during the drafting process.

The builder and developer entities testified:
  • Unaware of the MMSD connection charge proposal and public hearing until two-days ago.
  • The July 1, 2017 implementation of the fee increases is unfair, as it does not provide builders and developers time to appropriately budget the increases.
  • Unfair to levy new connection charges on the new developments - ultimately the property owners pay the price.
  • Recommending a different cost allocation methodology and possibly a phase-in over a longer time period.
  • Raised the concern that these fees will add to the already crisis level of the lack of affordable housing in Dane County.
  • Further, builders and developers discussed the unfairness of implementing significant connection charge increases in such a short time effective July 1, 2017
The City of Madison provided written testimony:
  • Recommend the issue of rates would benefit from more external feedback and discussion.
  • Support the revision to the Conveyance Facility Connection Charges.
  • Oppose Treatment Plan Connection Charges until further outreach and input is obtained from area developers and member communities.
  • Concern: risk making subdivisions without sewer more viable.
  • Request greater outreach.
